ANNOUNCEMENT
ON OPERATOR SELECTION PROCEDURE FOR GAMBLING ACTIVITY REGULATION

Introduction

The Inter-agency tender Commission for the selection of gambling activity regulation operator (the Commission), whose composition and rules  of procedure are established by Decree No. 670-L of Prime Minister of the­ Republic of Armenia, dated July 28, 2025, publishes the announcement on the operator selection procedure  (the Announcement) for the gambling activity regulation (the Operator). The bidder designated as the winner based on the outcome of  the Operator selection procedure announcement,  shall be obliged to establish a new company in the Republic of Armenia, with which the State Revenue Committee of the Republic of Armenia (the Supervisory Authority) intends to conclude a contract for a period of 15 years to ensure the implementation of the functions assigned to the Operator by law. The Operator will be financed through resources  of the organizations operating within the sector.

In accordance with the Law of the Republic of Armenia On Regulation of Gambling Activities, the following functions shall be reserved to the Operator:

  1. Certificates and Certification: Issues, extends, and terminates operating  certificates, determining their duration  and fees, ensures the certification of gaming products or the validation of certificates issued by international laboratories.
  2. Monitoring and Technical Supervision: Connects gambling products to the monitoring center, ensures the proper functioning of the center, performs monitoring, analysis, and risk assessment of transactions and recording data, and provides remote access to the Supervisory Authority.
  3. Policy and Standards: Submits recommendations on technical criteria for  the monitoring center, rules of “responsible” and “fair play,” as well as product standards.
  4. Cooperation and Consultation: Cooperates with state bodies, provides advice, informs about the state of the market, improvements, and risks, and provides opinions regarding players’ complaints.
  5. Relations with Organizers: Concludes service contracts, ensures organizers’ access to data on restricted persons, and informs the authorized bodies about detected violations.
  6. Financial and Administrative Matters: Sets and publishes service prices (within the established maximum limits), ensures compliance with the requirement that personnel are  “not considered related”, and maintains the confidentiality of the received information.
  7. Market Monitoring: Conducts overall monitoring of the gambling market, including the collection and analysis of data related to gaming tokens, winnings, products and events.

The Operator selection will be conducted based on an open competition with the  selection process and other processes impacting it organized on a competitive, transparent, publicized and non-discriminatory basis, as well as by adhereing to the pricniples of providing equal participation opportunities to any legal entity in the operator selection process regardless of whether it is a foreign organization.

The objective of conducting the Operator selection tender is to strengthen the appropriate supervisory system of the gambling activity organization sector newly introduced in the Republic of Armenia, and ensure its effective functioning in the future.

Prior to publishing the announcement, the Supervisory Authority engaged in initial communication with entities operating in the gambling sector and other stakeholders, which included identifying the needs, discussing the objectives and timelines of the tender, discussing the technical and software and financial sections of the operator’s activities, assessing potential interest in tender participation and other matters.

The announcement is intended exclusively for use by potential bidders in the selection procedure to prepare and submit qualification bids.

This announcement was approved by the Commission‘s decision dated  October 13, 2025.

The Commission is located at 3, 7 M. Khoreantsi street, Yerevan, RA.

The code of the operator selection procedure is GARO-S-25-01.

Applicants may submit qualification bids and enclosed documents in Armenian, Russian or English languages. Armenian, Russian and English are the official languages of the Operator Selection Procedure.

Hard copies of the qualification bids must hand-delivered to  3 Deghatan street, Yerevan, RA. The deadline for submission of qualification bids, counted from the publication date of this Announcement, is 40 (forty) days, and expires on November 25, 2025, at 6 pm.

Qualification bids will be opened during the Commission meeting to be held on the first working day following the deadline for submission of qualification bids – on November 26, 2025, at 4 pm. The qualification bid opening meeting will take place at the Commission’s location - 3, 7 M. Khorenatsi street, Yerevan, RA.

The applicants have the right to make amendments to the qualification bids prior to the deadline of November 25, 2025, 6 pm,  for submission of qualification bids. Amendments to qualification bids may only be hand-delivered to the 3 Deghatan street, Yerevan, RA. The envelope or mailbox containing amended or supplemented bids must be marked “AMMENDMENT” or “ADDENDUM”.
